Unfortunately they're not, indeed they have a catalog value of
$50 each ( Yvert & Tellier 1994 ) and have
a strange story to boot.
These 'Gratis' labels were issued when Germany was
still under Allied Occupation, some years after WWII and were used as
military permits for such items as passports. They are quite rare,
especially in mint condition and feature the flaming
sword badge of the Allied Command.
