Between December 20, 1860, and February 1, 1861, six southern states declared their withdrawal ( secession ) from the United States. On February 4, at Montgomery, Alabama, they organized a separate and independent government called the Confederate States of America ( CSA ) . The states that set up this government were South Carolina, Mississippi, Florida, Alabama, Georgia, and Louisiana. A seventh state, Texas, was admitted to the confederation on March 2nd .

Robert Mercer Taliaferro Hunter ( 1809 - 1887 ), Confederate secretary of state ( 1861 ) and peace commissioner ( 1865 ); born in Essex County, Virginia; member of Congress 1837 - 1843 and 1845 - 1847; speaker of the House of Representatives 1839 ? 1841 and Senate member, 1847 - 1861. Appears on the 10 Dollar denomination notes issued by the CSA along with a scene of several horses pulling field artillery.

All of these banknotes showing Hunter are hand signed ( for the Register and the Treasurer ) and numbered ( dated February 17th 1864 ).
